What GitHub Copilot Metrics does well

GitHub has a strong native position. Where its product boundary stops

The boundary is not a lack of GitHub features. It is the scope of the denominator. A native dashboard measures its own instrumentation. If developers also use Claude Code, Cursor, Codex, Gemini CLI, or another assistant, a Copilot-centered report cannot by itself normalize sessions, cost, and contribution across those tools. The September research identifies this as the practical cross-vendor gap, not as a claim that GitHub lacks enterprise controls.

The same scope issue affects discovery. GitHub can discover and govern partner agents within GitHub-hosted sessions, but the source analysis does not establish broad endpoint discovery of locally running CLI and editor tools. When GitHub Copilot is the better choice

GitHub Copilot is the better choice when the organization has deliberately standardized on Copilot, GitHub is already the operational center, and native usage plus enterprise controls answer the buying team's questions. In that case, adding an endpoint analytics product may create more administration without adding a decision-changing signal.

It is also the better choice when the immediate requirement is GitHub-hosted agent governance: centralized MCP registration, partner-agent enablement, custom agent definitions, and audit streaming. Those controls are close to the platform and can fit existing GitHub ownership and procurement.
